Handicapped Placard Changes

Bill Bogdan from the Illinois Secretary of State's office, presented a program on September 25, 2001, at Schaumburg Township on the changes to the program & law. The new changes to the Illinois Vehicle Code will take effect January 1, 2002.

  • Under the new guidelines "people who cannot walk 200 feet without stopping to rest" would no longer be a qualifying disability unless it is due to one of the five conditions: Restricted because of severe lung disease; uses portable oxygen; has a cardiac condition; cannot walk without the assistance of another person, prosthetic device, wheelchair, or other assistive device; severely limited to walk due to an arthritic, neurological, or orthopedic condition.
  • Law enforcement personnel can seize any placard and the Secretary of State can revoke the placard if abuse occurs.
  • There will be three types of placards - blue (permanent disabilities); red (temporary disabilities); green (organizations). Each type will have a punch-card expiration with a hologram, making them more difficult to tamper with. Permanent placards will indicate by code the holder's gender, birth month and birth year to help law enforcement officials determine abuse.
  • The Secretary of State's office is now mailing out recertification notices to all permanent placard holders requesting them to recertify for a new placard. The new parking placards will be available in October. The new placards will expire in 2006 in the month that the holder was born. All organization placards will expire on April 30, 2006.
  • Temporary placards are good for up to six months depending on the doctor's determination. Only one permanent card and/ or one set of disability license plates will be issued. It is illegal to park on the "stripes" (access aisle) and only one car per handicap parking place. Local township offices will still issue placards for up to 3 months only. For more information, contact Bill Bogdan, Disability Liaison, at 312-814-2665 V/TTY or wbogdan@ilsos.net (Email).

    Words From ITAC

  • As you may know, 7-1-1 is now in effect and is a much easier way for both TTY and Voice users to call the Relay Services. Marion Dramin, ITAC's Outreach Manager, wants to emphasize that we should say or sign "seven-one-one", not "seven eleven". You don't really see 11 on the phone pad, so it is 7-1-1, not 7-11.
  • Speech-To-Speech (STS) Outreach - Bettie Johnson, ITAC's Product Manager, will provide educational presentations with materials and STS training to community groups, state or local government agencies and medical organizations in Illinois. STS is a relay feature that enables a person with a speech disability (such as a stroke, cerebral palsy, muscular dystrophy, or stuttering) to make a phone call. For more information, contact Bettie Johnson at 1-800-841-6167 V/TTY.
  • Attention for LVD (large visual display) Users - ITAC is updating their records to prepare for issuing updated LVD equipment. If you are an LVD user, contact ITAC at 800-841-6167 V/TTY to confirm.
  • Blocking Caller ID - You can block your number from being displayed on someone else's Caller ID when you call through relay. All you have to do is to tell the relay operator to "Block Caller ID" on each call. Otherwise, your number will appear on the other person's Caller ID if he or she has one.
  • ITAC Equipment Survey - Do not forget to fill out the survey included in the ITAC Communicator newsletter and write down what telecommunication equipment you would like to have in the ITAC program and mail/fax to ITAC at 217-698-0942.
